I enclose a printed copy or the Hong Kong University Advisory Committee's Report and am sorry that it has not been possible to let you have this earlier.
As you know, the Secretary of State has now received the Report out I am afraid there is likely to be a little delay in reaching a decision on the Committee's recommendations. Meanwhile I have been asked to remind you again or the egniluential nature of the leport.
